HBCSD Celebrates Strong Growth in New California Dashboard Results

Huntington Beach City School District (HBCSD) is proud to share highlights from the newly released 2025 California School Dashboard, which provides a comprehensive view of District performance across academics, student engagement, and school climate. The results affirm the upward momentum seen in this fall’s CAASPP scores and reflect meaningful progress since 2022, as well as the impact of the District’s fourth year of implementing the 2022–2027 Strategic Plan.

“This year’s Dashboard results show the impact of our shared commitment to strong instruction, continuous improvement, and meeting the needs of every child,” said Dr. Cynthia Guerrero, Assistant Superintendent of Educational Services. “The gains we’re seeing directly align with the priorities outlined in our Strategic Plan and Local Control Accountability Plan (LCAP), demonstrating what is possible when systems, staff, and supports move in the same direction.”

The Dashboard highlights districtwide improvements across multiple strategic focus areas, including Academic Achievement, Supportive School Environments, Engaged Community, Responsible Use of Resources, and Leadership Development, all of which have guided the District’s work over the past four years. Families can view one-page summaries of HBCSD’s results on the CA School Dashboard website, which outline progress by year.

Key Highlights

English Language Arts — Blue (Very High)

HBCSD reached the Blue performance level in English Language Arts for the first time, improving by one level from last year. Students are now scoring 50.3 points above standard, reflecting the District’s strategic literacy work and the ongoing implementation of the High Reliability Schools framework.

English Learner Progress Indicator (ELPI) — Blue (Very High)

One of the District’s most significant areas of growth appears in the English Learner Progress Indicator. HBCSD advanced four performance levels in a single year, rising from Red to Blue, the highest possible rating. This includes a 17.5% increase in the number of English Learners making progress toward English proficiency. At the same time, Long-Term English Learners (LTELs) made 54% progress toward English proficiency.

This rapid improvement, Dr. Guerrero noted, is “a powerful reflection of targeted supports, excellent instruction, and the collaborative work of teachers, specialists, administrators, and families. Our English Learners continue to show remarkable growth, and we are committed to sustaining and expanding that success.”

English Learners — Growth Across All Indicators

English Learners also improved by one performance level across every measured indicator, underscoring the impact of intentional language development strategies and supports across the district.

Additional Areas of Celebration

  • Mathematics — Green (High): Students scored 29.2 points above standard, maintaining strong performance.

  • Science — Blue (Very High): Students continued to outperform county and state averages.

  • Chronic Absenteeism — Green: Absenteeism Rates declined districtwide, indicating stronger overall engagement.

  • Suspension Rate — Green: Low suspension rates were maintained, supporting a positive school climate.

  • All Local Indicators, including School Climate, Parent and Family Engagement, Implementation of Academic Standards, and Access to a Broad Course of Study, were rated Standard Met.

As the District continues to build on this progress, Dr. Guerrero emphasized that these results reflect both momentum and ongoing commitment: “The Dashboard is one of the tools that helps us understand how well we are serving students. These results reaffirm our focus on high-quality instruction, the strong systems our schools have in place, and our dedication to ensuring every student thrives.”
